Examples of activities to be conducted by the Economist, some of which may be conducted with short-term project advisors, include the following:
Review existing tax revenue analysis and revenue forecasting tools utilized at the MOF Macro-Fiscal Policy Unit and the Egyptian Tax Authority, identify gaps, provide recommendations for improvement, develop a capacity-building plan, and support counterparts in implementing the recommendations agreed upon with counterparts.
With MOF counterparts, support the design and development of an intermediate database for exogenous and endogenous variables.
With MESRs Communications Specialist, engage with representatives of the MOF Fiscal Transparency and Citizen Engagement Unit to develop strategies to enhance participatory budgeting and budget transparency.
With MESRs Budget Advisor, develop a strategic plan to address gaps in the Medium-Term Expenditure Framework, conduct training, and mentor government staff on the process to ensure it is implemented effectively.
With MESRs PPP and Fiscal Risk Specialist, conduct an initial fiscal risk management assessment and, based on the assessment, propose strategic reforms and identify opportunities to improve fiscal risk disclosure and management.
Provide training to staff of select MOF units on targeted revenue and budget areas.
Support selected MOF units in reviewing and, where appropriate, modifying their existing organizational structure, processes, and staff functions.
Support enhanced coordination between MOF and MPMAR to further cross-cutting revenue, budget and communications activities.
Support MESR technical assistance provided to the MOF in public-private partnerships, program budgeting, gender-responsive budgeting, budgeting transparency, tax administration and tax policy, internal audit, and other areas.
