Development of an effective, functional organizational structure of the Egypt Fund, including:the management structure;
lines of authority; reporting structure and steps within the Fund and communication between the Fund and the Board of Directors and the General Assembly; the development of internal and external governance and transparency mechanisms;
detailing the lines of responsibilities between the board of directors and the Fund management;
required staffing plan for the Fund with key roles, qualifications and job descriptions;
outlining responsibilities and structure of other key departments and committees including risk and compliances, legal, ICT, Finance and the Investment Committee, among others. .
Development of the investment related operating model, including:
investment processes;
portfolio management, including pre- and post- acquisition of assets and divestiture;
structuring risk management processes
Details of the above mentioned and other relevant deliverables will be agreed on with the expert.
Detailed qualifications of the respondents with respect to this task that describe their experience, the qualifications of key personnel, references from previous work conducted, and other details that are sufficient to effectively assess the capabilities of the candidate organization.
Information as to the form that the proposal should be submitted in, the timing for the submission, the deadlines for submission of key deliverables, reporting requirements and other details that will ensure effective oversight and delivery for the work.
A bidders conference must be held to address questions or issues that the bidders may have with the expectation that this will ensure the quality of bids that are submitted.
Criteria that will be used by the technical review committee to assess the proposals in a transparent and objective process aimed at identifying the successful candidate.
